Coordinator sends OpenAI your PDFs as its documented file content part — the vendor's own PDF path, no rasterising. One caveat if you use the base-URL override: your gateway has to support OpenAI's file part too, or the PDF leg fails with the gateway's own error. Images are unaffected either way.
